The three costs

The fee. What the agency charges to do the work. Flat monthly or a percentage of spend. A percentage rewards increasing your budget, which is worth naming rather than avoiding.

A quote for "€X a month" that does not separate these three cannot be compared with any other quote, and asking for the split takes one email.

The one figure with a source

SEO Agency Dublin, which publishes this guide, states on its own site that its SEO packages start from €700 a month with no long-term contracts. That is a company fact: true about what the company publishes and evidence about nobody else.

What drives the number

Scope, which is really the number of channels. Number of locations. Competition in your trade, which varies enormously. And how much has to be built before anything can run.

Two of those are measurable before you talk to anyone. The market page gives the difficulty of the terms in this trade, and the network's paid search property gives the click cost across twenty-five Dublin trades.

Why no market rate is published

Because producing one honestly would need a survey of what Irish agencies actually charge, published with a stated method, and this network has not located one. A range invented and presented as a market rate is exactly the behaviour these properties argue against, and it would be inconsistent to do it on the page where the question is most asked.

The honest answer is that nobody has published a credible Irish number, and that is worth knowing before you accept somebody else's.

What to do instead of comparing prices

Compare scopes. Write out what each quote covers under website, local search, paid ads and organic search, and most pairs that looked far apart turn out to be quoting for different work entirely.
